Korean State Lottery Fraud
The Korean State Lottery (KLS) is being investigated by the country's
lawmakers on accounts of fixing commissions and manipulating winning
figures to make it more attractive to players. The Korean Herald
reports that the nationa's audit bureau is investigating claims
that the lottery operator received preferential treatment from the
Government that allowed it to cream of large sums in unearned commissions.
The KLS apparently took 9.523% of the revenues in commission, which
is way above the average of 3% - 4% taken in other countries. The
Board of Audit and Inspection (BAI) also declared that is was suspicious
of the number of winners. For example there were around 3,140,000
prize winners in 2003, whereas the probability of winning a prize
was 2,650,000.
